Moscow Center for Public Health and Preventive Medicine

The Moscow Center for Public Health and Preventive Medicine of the Research Institute for Healthcare Organization and Medical Management is an expert center that provides reliable information about health and quality of life to drive the decision-making process and activity in this area.

The goal of the Center is to preserve and strengthen the health of Muscovites, increase the level of literacy of the population in health matters, motivate them to lead a healthy lifestyle, and mobilize the public to ensure disease prevention.

The list of the Center’s objectives in public health includes:

• Developing measures to prevent noncommunicable diseases, promoting healthy lifestyle and improving health literacy across the working population, including developing preventive measures in the workplace as well as corporate programs;
• Ensuring epidemiological monitoring of the main non-communicable diseases and the risk factors for their development;
• Building a partner network and developing interdepartmental and intersectoral cooperation to promote public health;
• Coordinating and providing methodological support to prevent non-communicable diseases and promote healthy lifestyle, including providing organizational and methodological support and coordinating activities of socially oriented non-profit organizations and volunteer movements working in the field of public health protection
• Organizing training in public health-themed educational programs in Moscow.

Functions of Moscow Center for Public Health and Preventive Medicine

The Center performs the following functions:

• develops, implements and evaluates the effectiveness of measures aimed at preventing non-communicable diseases, increasing expectancy by promoting healthy lifestyle (hereinafter — strengthening public health);
• develops and implements regional programs aimed at strengthening public health, which include healthy lifestyle-promoting measures;
• participates in the development and monitoring of the implementation of the municipal and corporate programs aimed at strengthening public health;
• facilitates interdepartmental interaction concerning public health issues at the regional and municipal levels;
• monitors and analyzes the population’s health literacy, particularly by assessing the risk of non-communicable diseases at the regional and municipal levels, and the population’s motivation to lead a healthy lifestyle;
• carries out sociological research on public health issues;
• develops, implements and assesses the effectiveness of measures aimed at increasing employers' responsibility for their employees’ health using a set of economic and other incentives, as well as recommendations for the development of corporate health promotion programs;
• identifies and replicates the best municipal public health programs;
• develops and implements activities top promote healthy lifestyle among young Muscovites;
• develops proposals to create an environment that enables promotion of healthy lifestyle, systematic physical exercise and sports;
• improves expertise of specialists promoting healthy lifestyle, prevention and control of non-communicable diseases (public health);
• develops and implements communication campaigns aimed at increasing the responsibility of citizens for their own health, raising awareness of the value of human life and health, and fostering a culture of health across various age groups and social groups;
• develops drafts of normative legal acts aimed at protecting citizens from the negative effects of active and passive smoking, as well as reducing the burden of diseases and social consequences associated with the consumption (public drinking) of alcoholic beverages;
• develops, implements and evaluates the effectiveness of regional programs aimed at promoting balanced diet, eliminating micronutrient deficiencies, primarily iodine deficiency, increasing the consumption of vegetables and fruits, dietary fiber, fish and seafood, as well as reducing the excessive consumption of salt, sugar and saturated fats.
• develops, implements and assesses the effectiveness of measures aimed at increasing the availability of treating tobacco dependency and alcoholism;
• develops programs aimed at popularizing blood pressure monitoring to prevent complications of cardiovascular diseases, including through the use of medical devices with remote data transmission;
• organizes and conducts events to increase the level of knowledge of medical workers, employees of educational, cultural and sports organizations, the media, and other organizations in order to prevent non-communicable diseases and promote healthy lifestyle;
• develops and distributes information materials on the prevention of non-communicable diseases, promotion of a healthy lifestyle and the rules of providing first aid to citizens with life-threatening diseases and conditions;
• interacts with the media on public health issues;
• organizes and participates in mass events, campaigns, round tables, scientific and practical conferences on strengthening public health;
• files medical documentation;
• submits reports according to the types, forms, time frame and the extent established by the authorized federal executive body;
• participates in applied and fundamental scientific research in the field of public health;
• interacts with non-profit organizations, including volunteer organizations, in order to implement regional, municipal and corporate programs to promote public health.
